Do dApps that support OKX Wallet work with Locker Protocol Wallet?

Yes. It announces itself over EIP-6963 and answers the standard Ethereum provider API, so EVM dApps list it next to the wallets they already offer, OKX Wallet included.

Can I import my OKX Wallet recovery phrase?

You can, but we recommend the opposite: create a fresh recovery phrase on the offline device and move your funds to it. A phrase that has lived in a browser extension may already have been exposed.
